Coalition Feasibility

Whether a coalition can be formed that meets a seat-share threshold, modelled as a constraint-satisfaction problem.

Coalition feasibility is how ARIAA reasons about post-election governance formation. The engine returns feasible coalitions ranked by downside risk; infeasibility is returned with the binding constraint identified.
